is this possible: Droid on Verizon without data plan?

I have a Droid, but now I have a new phone. I want to give the Droid to my mother to use as a phone (that's all), without her having to pay for the data plan. When she registers it on verizon's network, they will see it is a droid (ESN). They will likely try to charge her for the data plan. Is it possible to have the Droid, but not the data plan?

To elaborate:

No.

But you can forego texting and voice plans and just use the data with Skype and a texting alternative/BBM-like app such as Beluga.
