I'm pretty sure you can do it without any additional apps. Plug it in pull down the notification bar and its one of the selectable items. If that doesn't work download easy tether lite

Yes download easy tether pro its like $10 bucks but well worth it. Or get the free one works just as well.

If you want it to be wireless you can root and use wireless tether b but you have to be rooted.
