ICS Chrome expanding text

I've found sometimes by touching text in chrome, a new little "window" opens up expanding that specific piece of text. It is normally (always?) A URL link. Pretty cool but I am not sure how to do it whenever I want, it seems to be a bit random, although I know it's not! Can anyone explain how to do this "at will"?

this happens when you hit 2 links at once, then in the little window, you can more easily select the intended link.
