Emergency call during auto updates to phone or

My friend was agravated that he could not make a call during the phone app or android is update

Thought for new feature 911 to carrier always available via a physical button on phone

Good idea or bad idea?

Thought in if it's possible ?

Considering that the phone does a reboot for the update don't know how you can make a call...most give you option to update later on like in evening you can postpone.. I for one won't update my phone during work hours..
