I used the OTA.zip instructions off the forum... ICS tastes SOOOOOO good on the lapdock...

No ota in Philly here either, even tried rebooting a few times. I don't think there's any hold, it's just being released gradually so we don't overwhelm the servers.

This is not the official release. This is the soak test. You will only get it if you signed up for soak, or if you're one of the few very very lucky people to be randomly chosen to participate in soak despite having not signed up.
