Droid Incredible Stolen before activation

I ordered a Droid Incredible off Amazon Wireless and it was shipped via UPS on Wednesday and I supposedly received it on Friday. The problem is that I didn't receive the phone even though the UPS tracking info says it was delivered to the front door of my apartment building. I was just wondering if it would be possible to track the phone using the GPS that's in it before the phone is activated?

Just let verizon know and the phone is pretty much useless to anybody who tries to activate it. It'll be black listed on their network. Next time I would make sure UPS doesn't release the package unless you sign for it.
