Droid 2 with 2.3.3 will not let me connect to public WEP networks

I know somewhere in all these post the answer can be found but I have searched and searched. I have a Droid 2 running 2.3.3 software. I am overseas and not using 3g only Wifi at hot spots. There are several and all use WEP. I can see the network. I can type in the passcode but then the option to connect is grayed out and I cannot select it.

Doea anyone know of a fix?
