Double email notifications Corporate

I have about 20 users using the Droid to get their emails and they are not having any issues. But one of my users which has a Droid 2.1 and is using the stock corporate email program gets two notifications for email. But not at the same time. Email is synced to Exchange via activesync. When a new email arrives he gets the selected tone and flashing light. Go into email. Read email. Delete email. Go back to home screen. Push power button. 20 seconds later he gets an email notification again. But there is no new email and the pull down status bar changes from one new email to two. I can reproduce this symptom at will. Any suggestions?

Are the other 19 on 2.1?
Are they all using the corp email app?
