Converting JAR FILES to APK for Android. CELL CONTROL SOFTWARE. Possibile to do????

I am trying to find a tool to convert files from Jar to Apk and then download them to my Bionic or find a app for phone that will convert them so I can open them etc. I downloaded jar files to my computer and did Awesome drop process to get them on phone but now can't open jar files on Droid. Wondering if this is possible? Has anyone ever use Cell Control software? They claim it will work on Android system if converted from Jar to Apk? I have tried all kinds of this with no results and running out of ideas and getting frustraded and almost ready to give up. I NEED HELP BAD PLEASE. Thanks
