Has anyone ever used Cell Control? Does it work???

Can you convert Jar files to APK files to use on the Android system? They claim that is what you need to do. I have tried all kinds of things but not having any luch at all other than I got the files transfered to my phone but didnt convert from jar to apk first and now can't open files. So I am at a loss as to what I should do or try now? Thanks for any input.
