Camera going crazy

The camera on my wife's phone has decided to go insane. It either opens to what I can only describe as a pink colored television noise, with sort of scan lines all over the place, or it doesn't open at all. It seems like a hardware failure to me, but wanted to get opinions. Her phone is stock.

When it doesn't open does it force close instantly or simply not open because I read somewhere about there being a fix for camera constantly force closing.

It doesn't fc, it just comes up with the camera icon and instantly closes.
