Airplane Mode Toggle Often Needed For Mobile Data

I have a couple of Samsung Galaxy S9s with an annoying problem. Mobile data will often not work until I toggle airplane mode. Supposedly this causes the phone to find the strongest signal. I checked with Samsung and they suggested many things to try none of which worked.

I have tried:

wipe system cache
factory reset
new sim card
reset networks
check apn
keep mobile data on (developer option)
misc battery optimization settings

I'm wondering if an app exists which runs in the background and periodically checks if mobile data is active and if not connects

Are you in a strong mobile signal area? Are you using Wi-Fi at the time this is happening and it's switching back and forth? What carrier and service are you using?

I see you have done a lot of the troubleshooting.. at this point I would have thought maybe the new sim card would have resolved it... I saw recently they said they were sending an update to the S9 series not sure if you have an update coming up
