Theming Help

I want to start theming. I have installed apk manager and messed around with it some, but I'm looking for a few pointers on how to start creating a good theme. Any advice?

This is a dumb question, but can we theme just off of root or do we have to have a ROM installed also? I'm very interested in theming

Really don't know for sure. Worth a shot though! Make sure you pull framework-res, blur-res, and moto-res apks from the phone.
