T9?

    T9 doesn't apply to full keyboards so no, it doesn't.

    You can download apps that will give you a T9 keypad, there are several I saw already.

    Yeah, apps like BetterKeyboard and whatnot will let you replace the portrait keyboard with T9 or with one similar to the blackberrys SureType. But since Android by default has full Qwertys in both views, there is no t9.
