razr wont charge past 20%

I rooted my RAZR today. Everything was fine until I noticed it wouldn't charge past 20% even with it turned off it just sits at 20%. Any ideas?

I would power up, use it till 10%, then power off completely. Next charge to 100% with power off and using the wall adapter, then boot up, use to 10% and repeat the power off charge once more.

Okay so its not entirely fixed. When powered on it stays at the percentage I plugged it in at. But if charged while powered off it charges. Even after factory reset.
