Notification volume LOUD on very low volumes

Like the title says, when I put the phone on the lowest volume level above silent, the ringtone is at the appropriate quiet level but the text message notification is at full volume. I use the standard stock text messaging app, not a third party app. Please help!

You can no longer control both volume with the volume buttons on the side, that only controls the call volume. You have to go into your Settings>Sound>Volume>Notification.

loud notification volume

I have same problem, went into Settings>Sound>Volume>Notification and moved slide on notification volume to zero. No change in actual volume.
