Negative free memory

I have a droid turbo that has been acting sluggish I checked the apps on the settings and I swear to u it says something like -47372272mb of ram free..clearly something is wrong any idea on how to fix it

That's truly strange. I would try to reboot it first and see if the memory reports as above. If so, then I would boot in Safe Mode (press and hold power button till it prompts with "Power off", then press and hold the "Power off" until it prompts to "Reboot to safe mode". Select "OK". If upon reboot it still reports above then your last troubleshooting would be a full Factory Data Restore. If that fails, you have a defective unit.
