I know this is a dumb question, but do I need to do a FDR through recovery or options?
Also, when a reset is done does it stay on the ICS OS?

Either method is fine. Yes, it stays on ICS. FDR affects only data partition, not system.

Ics is your new OS... so any FDR will revert your device back to whatever version of ics you have loaded on your device....

You can do an FDR through recovery or through the privacy area in system setting... the outcome should be the same... but I usually clear my cache in recovery, then do the FDR while in recovery...
