Emergency alerts in new OTA update

Anyone open this yet. I go to settings.

I go to Receive Alerts because I want to turn them all off. I get:

Presidential alerts are mandatory.

WHAT?

I may root just to override that. I don't want a president I can't stand sending things to my phone that I can't turn off.

It should just be a text message. I selected no alerts. Worse case scenario I think I would get one presidential ping.
