ICS Emergency Alerts

I have "Emergency Tone" under "Settings/Sounds" set to "Off", however, it keeps giving the loud annoying emergency alert sound whenever there is a flash flood or dust storm warning. Any Ideas?

Android version 4.04

I figured it out, there are two spots that needs to be disabled, the other is under messaging, then settings, then turn off everything but presidential alerts.
