28gb in 5 days seems to be abusive. If you use that much data and you can get Verizon home service why not get that? Its good that Verizon isn't throttling you but that's probably because you haven't impacted other users yet. The moment your usage degrades other users you will most likely be throttled to maintain service to the other folks.
Btw I average about 3.5gb/month with pretty heavy usage. That includes about 10 hours of netflix and remote pc tethering a month. Not sure how you racked up 28gb in 5days.
I should add I don't use wifi at all. I use lte all the time since its usually faster.
