Data Collection Service & Analytics Viewer?

Just spent time with a D4 in store. I saw two programs that have full permission to every part of the phone (contacts messages internet etc), and they were not uninstallable. They were Data Collection Service & Analytics Viewer. Any clue what these things are? Are they stock on your D4, or are they something only in store units have?
