WiFi Sleep Policy Issue

So I have been noticing that when my wifi sleep policy (set to "never") has not been working correctly. When I'm connected to my wifi and the phone times out and goes to sleep it turns the wifi off and connects to my mobile data again. It's not a huge deal that it is using the mobile data (I have unlimited) but it's my understanding that the battery life will be better if connected to Wifi rather than searching for mobile signals. I've searched through the forum and haven't found anything that helps so I figured I'd post it. Sorry if I missed it somewhere.
 
In case it matters (Sorry new to the site and forgot to give details on my phone).....I have a rooted thunderbolt and am currently running TMB_Remix 1.0.4. Let me know if you need any other details for a potential solution.
