Wi-Fi won't connect

Wi-Fi notification appears to be stuck. It says it is connected in settings but the notification icon is just a stuck spinning circle with ongoing message of: Loading Data Please wait... Speed test does not indicate my rated speed of 10 Mb/s like my laptop does. I had wifionoff app installed but uninstalled it, I have tried my neighbors connection, restarted with battery removal. Not sure what to try next.

Mine just did this last night. It says it is connected to the wi-fi but it won't load anything. I've tried everything. I guess it's time to take it back for a replacement.
