What does a "factory Reset" do if rooted?

Does it do anything at all? If you are just rooted, will it restore the phone to factory unlocked? Or, just nothing?

All factory reset does is format/ delete every file under /data and /cache.

So the phone will still be rooted and unlocked but none of your user data will be there

The only thing I would add is that if you do it from the Settings menu under Backup & reset it also deletes all of your pictures, music, and anything else you have stored on there.

What would happen if you were running a custom ROM? Would it revert to being a stock rooted, unlocked ROM or the same ROM without any of the personal data?

It would be the same ROM - personal data.
