What Computer should I buy?

Recently, my computer broke but in a hour or two I'm going to walmart and buying a computer I'm thinking of spending like $400-600 what would you recommend and I'm NOT getting a laptop, what is do you recommend? Also I have a Android Huawei 2.1 and I'm curious if my phone can support GBA games? I have the GBA emulator and I'm curious how to get pokemon roms? Thanks!

So you want an all-in-one touchscreen PC for $400-$600. I haven't kept up with PCs for quite awhile now, but the all-in-one I use was about $900 3-4yrs ago when I got it, I forgot when I got it. Acer might have a touchscreen PC that's out for that price range, maybe even HP.
