video calls are not an option now through Skype. why?

I have Skype installed on my DROID RAZR Max and was able to make video calls when I first installed it, but now I can't. Video calls are enabled in settings. Not an option as a test call. When I do make a video call I can see the other person, but they can't see me. When I try to select which camera to use it won't select my option. Please help. I unistalled it and reinstalled it. Same deal.
