hmmm I have a co-worker who has a ip6 and he recently turned on the option that allows voice & data at the same time and he is burning through his data he is already at 7gb+ only 1/3 way through billing cycle.
I don't think VoLTE uses anywhere close to this level of data. I saw somewhere that video calls over LTE (which DO get charged as data) use a few (maybe 4 or 5) MB per minute. So it would take 3 hours of video calls to use 1GB. And I guarantee you that VoLTE audio only calls use only a fraction of that amount.

T Mobile has fully functioning VoLTE
I use it almost everyday

I bet if he researches what's going on I'll bet he'll find it's something else.
Last year (maybe 2012?) AT&T phones got an Apple update and it had a bug where they were being charged cellular data when using WiFi. It could be a similar bug since iPhones just got an update to fix previous data bugs.
