i've read, and tried the charge while on, wait til LED light turns green then turn off and continue to charge until amber LED turns green again technique. it does seem to work. not sure why but the drain from 100%-90% seems to take longer than if i dont do this. im wondering if this is a battery issue vs a phone software issue. i have a seidio battery and i experience the same situation where this 'trick' seems to improve battery life. so i'm leaning more towards a software issue with the phone itself. my question then is, would an external wall charger , like the camera battery chargershelp out in this situation? the wall charger would, presumably allow the phone to charge to full capacity w/o any additional tricks. any thoughts?

I bought the Seidio battery as well as the slim charger they sell. It works much better than charging the phone direct and I don't have to use the top-off-trick anymore. I would agree that there is probably a software issue with the battery meter.
