Update Service Not Available?

Like all good Thunderbolt owners, I check for updates hoping for ICS. For the last two weeks when I go to Settings and Software Update there is a long pause, the two 4G arrows disappear, and I get a Service Not Available message. In the past, I would always get a message that there were no new updates available. Could Verizon be getting ready for our update?

I have a thunderbolt and so does my office coworker. His phone would do the same thing while mine would be right next to him and would successfully connect. After several hard resets and reboots, he exchanged it and the new one worked fine.
