Underclocking in sapphire 2.0

* edit: nevermind. It is underclocking now fine. I think it is just the nature of the on demand feature.

How come I cannot underclock below 550 even though I have it set to 250. I am using the 1.1mhz cvpcs standard kernel. Is it the kernel?
