Unable to connect USB to laptop

Sorry if this has been asked before.. I couldn't find it. When I plug in my droidx to my mini hp lap top, Nothing pops up showing something was connected. I went to Motorola to download the 32 bit driver and still nothing.

I want to be able to download my videos and photos to my pc.

Can anyone help?

Turn the phone off then on. It should work. If not reboot computer. Use mass storage option.
