throttle question

I'm running the new ice leak, and liking it. My question is how do I stop the throttling bs?
Sqlite pops up an error saying the setting is locked and cant be changed.
Now what? If this has been covered please point me towards the thread.

This works with the ICS leaks do it after you update to the leak before you start adding all your apps I had a problem with my dads bionic but redid the leak then PB 2.2 and BAM no more throttle this has worked on 3 different bionics that I have worked on

do you go through the emulator steps or do you just flash in custom recovery? I keep getting a failed message in emulator.
