If using WiFi on your phone to access the computer, try disabling any computer based or Windows firewall to test. If it works with it disabled, set a FW exception rule.
Also of accessing via 4G you'll likely need to port forward or setup a DMZ via your network router.

Setup a computer to have a public IP and expose that IP for internet access by making it accessible to devices outside the router's firewall. DMZ is acronym for De-Militarized Zone. In this case a place between your firewall and the internet. It's a "network" thing.
BTW -- I don't use Splashtop. Just thought I'd mention some network things that typically prevent remote access of a computer by another device.
I am using the Internet Discovery feature on my Bionic (stock 5.5.893), works pretty well. I have not done the port forwarding thing. My best success is on a wifi networks (both inside or outside the house). Also seems to work on the corporate LAN (when both phone, on wireless LAN and PC (on hardwired LAN) are connected . Have not been able to connect over the 3g/4g network, which is a real drag. Did a 12 MB files transfer from home to work today. was a bit slow but worked
My real need is to get to my work PC from home. Need the Cisco AnyConnect client to do that. The only version out there needs the phone to be rooted. May do that this weekend once I research the right "root" solution to keep me on the upgrade path. Seems to be allot of positive comments about the "forever root" solution from P3Droid and gang.
