Post what you're seeing since the upgrade.

My speeds are slower.

Undoubtedly there is considerably more congestion now with the OTA update, which is close to 400mb as I recall, multiplied by the number of phones getting the update at any given time. I'll be interested to see what it looks like after the rollout is complete.

The soak test didn't go out until the 24th, so the 23rd results must either be on an unofficial ICS build, or still on GB. Either way, it looks like the speed was slowing before ICS, so I don't know if the results are conclusive at all.
Personally, I don't put much weight in the tests. My subjective assessment is that ISC is just as speedy as GB. I don't notice any slowing so far.

Here's my latest test on ics

I has the OTA pushed to my phone on Friday the 22nd(10:45 pm). Seeing the difference from then on is what made me curious.

I didn't screenshot it but yesterday while at the mall I got 18 down and 6 up. I was happy with that, it's better than I get at home.

You're absolutely correct. Sorry, got my dates wrong. I got it Friday night too, just had the wrong date in my little head.

Overall I'm happy with 4G after the update. Prior to the update my phone would constantly switch out of 4G and back to 3G. Now it stays in 4G all the time.

So, I'm sure this is going to sound like a very supid question to most of you, but I'm new to all of this technical info, so please bear with me. What should the speeds be? How do you know if it's running at a fast or slow speed??

You don't have to worry about people making statements for you asking questions here at droid forums :) we're here to help and to educate.. we all learned somewhere

Anything faster than 1k up and 1k down is fast, but the faster the better.. and the shorter the ping time, the better.

Hope this helps :)
