Sending Email Problem between WIFI and 4g

If I'm at home on my wifi network I can send emails fine. If I shut off wifi I can still recieve email but I can't send (gets stuck in outbox). In wifi my security type is = none and I don't have sign-in checked.

If I'm in 4g I have to select sign-in and then enter my user name and password. Once I do this I can use 4g but now wifi doesn't work until I uncheck "require sign-in.

In mobile network setting Data enabled is checked, Global data roaming access is set to - Allow access for all trips and Network mode is set to Global.

Android version = 4.1.2.

Carrier is Verizon.

Using Outlook 2003 as well.
