Send certain calls directly to voicemail: How? (4.4.3 on HTC One)

On my droid3, I could edit a contact, and check a box "send to voice mail"

But now.... on HTC One (M7, I believe), that option is not present.

The only option is to Block the contact, which appears to be stronger than sending calls to VM.

What are my options here? (this is a very important feature for me!)
