SD Notification Tone Issue

I've been trying to change my tone for when my phone starts up(More or less, the SD Notification, since I can't actually and any noise to my phone starting up), but any time I try to use a tone other than what originally came on the phone, I get a weird noise that usually indicates the file isn't working(Similar to an old phone ringing), and the tone only works for notifications like testing and email alerts. Anybody have any ideas?
