s3 Batteries used to charge other devices.

I just bought 7 batteries 2100mah with the brand name Sharkk.
Any one know if there is a way to use these batteries as an enternal battery to charge other devices? Say like a simple enclosure that I can attach a micro usb to charge a tablet.
