Can I re-flash the Fastboot 4.0.4 over .215, and of course, then re-flash .215 over .211 again?

I would say no only because of the different boot.img but I could be off.

Might have to do option 2 I think it is on utility 1.7 to fix a busted ICS install and load the .211 update zip on your SD card.

Yes, you can RSD or use Utility 1.81(or previous with 211 fast boot files).
