Reject phone call with text msg

For some reason I'm unable to reject a phone call with a text message. I've gone into the phone settings and customized the reject messages but when I receive a phone call I can either swipe to answer or swipe to reject and don't see anything that would let me reject with a message. Am I doing something wrong or what? I have service through Verizon if that matters at all. Thanks for any helpful input.

I solved the problem in case someone else ever runs across it. I had disabled the standard messaging app and that was the problem. Once I enabled the app it works again.
