Regarding perflock disabler in setcpu

I'm using the stock kernel and I can't get the frequencies to adjust to my settings. I'm wondering if I need to disable perflock. Has anybody rooted with the stock kernel done this already?

I'm pretty sure u need a over clock kernel to be able to oc.

I'm not looking to overclock, I'm just looking to be able to underclock with the built in frequencies of the default HTC kernel.
