Really weird charging issue?

I have a really weird dilemma regarding the way my phone charges. I just got this after selling my thunderbolt yesterday and both my thunderbolt and razr have the same issue. Both phones are charging SLOWLY (like 1% every twenty minutes) I tried a different charger and still. I tried charging from just the phone cable and my computer and still the same thing. Then I tried a third outlet and it stayed the same for about ten minutes until I looked at it again and it spiked up from 50% to 60%
I then took my new Razr charger to my friends house and out charges fine. One of my outlets doesnt even work. Does this sound like a phone issue or like I have an electrical problem? Thank you.

So you are using the charger that came with the phone and the standard outlets in your house and it is not working? Then you take it to your friends house and on the same charger it does fine on his outlets? If that is the case then yeah that seems like you are not getting enough juice from that outlet at your house to charge your phone right.

Check a plug before and after the suspect plug and see if there is a change. Plug are in a loop ( most of the time ) and if one has a loose wire it will effect the rest of them past it. Not very hard to tighten the loose wire ( I had same problem ) as long as you trun off the breaker to it. may try other side of house ie. kitchen, bathroom, most the time they are wired on a diff. loop. It may also be the plug is bad and needs to be changed. under a buck at most stores.

Okay. So scratch the friend's house thing. I charged it at my friend's house but I didn't monitor it I just woke up and it was fully charged. I started charging it at like 50% though so it may have taken all night. How would i go about fixing this if it is a phone issue?
