Question for experienced developers....

I was having this thing in my mind to create some app that would recover deleted files from the SD card data. My use case:
0) I KNOW HOW TO RESTORE WITH COMPUTER SOFTWARE ON YOUR DESKTOP. I am looking to do this on phone. The application can be built at application level or kernel level.
1) The application should not be backend service making regular backups.
2) Upon activation the application should look into the SD card for the deleted files that have not been overwritten and might be still available.
Please give me suggestion of what would be best way to achieve this .... any ideas would be appreaciated .. thanks
