Problem with WiFi turning itself on??

I have EVERY setting set to off. I even forget my networks and it still turns on. Forgetting networks keeps the icon on the taskbar from showing, though. Is there a fix for this?
 
I don't think that this would turn WiFi on, but in settings->Location access: Do you have "Google Wi-Fi & mobile network location" turned on?

Do you have any automation apps like Llama, Tasker, Locale, etc., installed on the phone?
 
I disabled Motorola assist and it still did it. I don't think I have any of those other apps. I just unchecked the mobile Wi-Fi location... Guess I'll see what it does now.

I still can't believe this is it, because I always have that turned on. I was traveling once with WiFi turned off (it stayed off, BTW, and I had it off because there was an access point somewhere near the hotel that matched one that I had stored, with a different security passphrase, but the phone kept trying to attach anyway), and when I went into Google Maps, it gave me the standard message that location would be improved if WiFi was turned on, and gave a link to allow me to go to WiFi settings to turn it on - but it did not turn WiFi on by itself.
