Phone will not mount to computer?

Plugged it in to my computer and get the usual sound that my computer recognized the phone was connected. The phone itself, there is not the usual pop-up that gives me the option to mount the phone, and it does not show that the phone is charging either.

This is a re-furbished phone that i got recently today, any idea if this might be the problem?
