Phone Options popup repeatedly displays

I have a new DROID X phone, where the Phone Options screen, repeatedly displays without me even touching the phone. I have powered off and removed the battery, I have let the battery completed discharge and then recharged fully, but problem persists. I have tried closing as many running apps as possible, but issue persists.

I don’t know if this is a battery issue, app issue, or something else.

I have reset the system and would rather not do it again unless someone tells me this WILL fix the issue.

Anyone have a suggestion?

same issue,assuming it's screwed as after scouring countless sites I have found no resolution allowing me to keep my current POS.^EVIDENT FRUSTRASTION^Any help much appreciated
