Does anyone know of a free notebook app that does not use advertising OR that is sold for a flat fee instead of monthly "premium"?

By notebook do you mean an office type word processor? If so, try Kingsoffice.

You are always going to have two options when it comes to apps. Either party for them or deal with advertising. That is how they (the app developers) make the money for the hours, days, weeks that they devote to making an app that works.
