No internal storage on Ice Cream Sandwich?

Beginner help, please . On my unbranded Android 4.0.4, I don't seem able to create / paste folders / files on the internal storage - only on the SD card (seemingly). Is that a limitation of Ice Cream Sandwich? - I seem to remember that Android 2.2, which I had used briefly 2 years ago, did allow the creation of files / folders on internal storage.

But Ice cream sandwich 4.0 has the largest internal storage memory Total memory 13.33 GB and available memory is 12.87 GB.
