News and Weather App Refresh setting can't be saved!

I tried to disable the stock news and weather app by unchecking the refresh option. It accepted it but the option is checked again after reboot.

Is this a bug or intentional?

Most likely a bug. I haven't systematically checked it, but notice (on two devices) that it seems to have a mind of its own. I'm constantly resetting it.

I just can't think of a reason if it were a "feature".

I am not using this app but it is running in the background burning battery for nothing.
